Error #131037 means the display name attached to your phone number has not been approved by Meta yet. Until it is, the number can neither send nor receive through the API.
Why it happens
- Every WhatsApp Business number must have an approved display name before it can be activated.
- When you register a new number, Meta reviews that name against its naming and business policies.
- While the status is Pending Review or Rejected, all messaging on that number is blocked.
Check the status
- Log in to business.facebook.com.
- Open Business Settings โ Accounts โ WhatsApp Accounts.
- Select your WABA and open the Phone Numbers tab.
- Find the number and read its Display Name Status.
What to do for each status
- Pending Review โ wait. Meta usually takes 24 to 48 hours.
- Rejected โ click Edit Display Name and submit one that matches your real business name. Avoid generic words, promotional wording, or a name unrelated to your business.
- Approved โ the number works; if sending still fails the cause is something else.
Good to know: The display name must plausibly match the business behind it. "Best Deals 2026" gets rejected; your actual brand name does not.
