WABA disabled: breach of WhatsApp's Terms of Acceptable Use

Meta disabled the account for policy violations. What triggers it, what happens next, and how to appeal.

When Meta disables a WhatsApp Business API account for "activity that does not comply with WhatsApp's Business Terms of Service", it has judged that the account breached the Acceptable Use Policy. All API messaging stops immediately.

What usually triggers it

  • Spam or bulk messaging without consent โ€” promotional messages to people who never opted in. This is the most common cause.
  • High-risk transactions โ€” restricted items, financial fraud, deceptive services.
  • Improperly collected data โ€” scraped numbers or purchased contact lists.
  • Impersonation โ€” presenting yourself as another brand or a public body.
  • Template abuse โ€” reusing one approved template for unrelated unsolicited messages.

What happens after suspension

  • API communication stops at once โ€” nothing sends or arrives.
  • The number is blocked from the API.
  • If unresolved, Meta can remove the number from the WhatsApp Business Platform permanently.

How to appeal

  • Open the Account Quality dashboard and read the exact violation cited.
  • Correct the underlying behaviour first โ€” appealing without changing anything rarely succeeds.
  • Submit the appeal from Account Quality, explaining what changed: how you collect opt-ins, what you send, and to whom.
  • Expect days rather than hours for a decision.
Good to know: Opt-in is the heart of this policy. Message people who asked to hear from you, keep proof of how they opted in, and this rarely happens.
